Background

Donovan Controls LLC was established March 1997 in Mandeville, Louisiana by Paul Donovan as a flow measurement consulting company, primarily analyzing system loss/gain issues. Paul has extensive experience in measurement and control service dating back to 1980. His resume includes the servicing of LACT (Lease Automatic Custody Transfer) Units and process control panels located offshore in the Gulf of Mexico, control panel design and fabrication, and developing liquid hydrocarbon measurement software used by four major pipeline companies. He also has overseas LACT and FPSO (Floating Production, Storage and Offloading) vessel experience.

Nelson Huye joined Donovan Controls in 1999; bringing liquid and gas measurement experience dating back to 1976. Under Nelson’s guidance, our measurement field services, which includes liquid and gas meter proving and repairs, flow computer services, and sample collections, expanded both in quality and quantity of work. Nelson’s passing in 2012 left a void that will never be filled, but we are committed to honoring his work by continuing his spirit of service.

In September 2005, after Hurricane Katrina, Donovan Controls moved to Ponchatoula, Louisiana and expanded its control panel, SCADA, and electrical construction activity in response to industry demand for storm damage repairs. We received UL-508A certification for industrial control panels in 2008.

In 2008, Donovan Controls initiated the strategic acquisition of Measurement Services Group (MSG) in Gray, Louisiana. This company who specializes in LACT Unit, Gas Meter Run design, and fabrication was a natural fit to expand our services. MSG’s owner, Jory Fabregas is now operations manager of our Gray, Louisiana facility which houses fabrication and measurement operations.
